Florida's Digital Bill of Rights applies only to very large businesses, so most startups here are not directly covered by a comprehensive state privacy law. The Florida Information Protection Act still applies to everyone: it requires reasonable security for personal information and notice within 30 days of a breach. Financial products bring federal and state licensing questions, and serving Latin American users brings their privacy laws, such as Brazil's LGPD, into scope.

Contracting and payment
